Board of Supervisors Pre-Agenda

The November 2015 Preagenda Meeting, of the Upper Frederick Township Board of Supervisors, was called to order at 7:20 PM.
Attending Were: Scott Rakowski, Chairman; Ray Bortz, Vice-Chairman; Michael Frederick, Supervisor; Jackie Tallon, Township Manager; and, Lois Reitnour, Administrative Assistant
Approval of Minutes
Mr. Rakowski made the motion to approve the October 1, 2015 Board of Supervisors Preagenda Meeting minutes. Motion was seconded by Mr. Frederick and approved by all.
PA Municipal Retirement System
Ms. Tallon informed that requested information from the PA Municipal Retirement System should be received and presented at the November 12, 2015 Board of Supervisors meeting.
Roll of Honor – Insignias
Ms. Tallon presented four (4) cost invoices (quotes) prepared by Mr. Wellen, FastSigns, for the name plates, insignias and photo relief wording to be placed on/at the Roll of Honor. Quotes were reviewed by the Board. Mr. Frederick made motion to approve quote #1 – 49 name plates; #3 – Medallions (insignias); and, #4 Photo Relief and wording for a cost of $12,417.67 and forward deposit of $6,208.83 to Mr. Wellen. Motion was seconded by Mr. Rakowski and approved by all.
Project will be ongoing as original names are found and added to the Roll of Honor.
Mr. Tallon requested approval and adoption of Township Seal. Mr. Rakowski made motion to accept and adopt the Seal presented as the official seal of the Township. Motion was seconded by Mr. Frederick and approved by all.
County Radio Program
Ms. Tallon informed that financial agreement Ordinance has been received and reviewed by Mr. Allebach. Ordinance has been advertised for adoption at the November 12, 2015 Board of Supervisors meeting.
Fire company reimbursement to the township for radio purchase to be discussed further.
2016 Budget Preparation
Ms. Tallon informed that the 2016 Budget will be ready for review at the November 12, 2015 Board of Supervisors meeting.
Per Capita Tax
Board was informed that the Boyertown Area School Board cannot eliminate the Per Capita Tax at this time. Tax collector compensation cannot be changed during fiscal time frame. Elimination of the Per Capital Tax will become effective on July 1, 2018.
FEMA – Floodplain Ordinance Update
Ms. Tallon informed that we are moving forward with the update and that Planning Commission will review the draft Ordinance and forward their recommendation of the Floodplain Ordinance to the Board. Ordinance must be amended and adopted by March 2, 2016.
Yard/Garage Sale Ordinance
Ms. Tallon inquired if the Board would consider an Ordinance for the limiting the number of yard sales permitted by one property owner within the township during the year. Mr. Frederick requested a sampling of other township ordinances that require a permit or determines the number. Item to be under further discussion.
2015 Budget Amendment
Copy of the 2015 budget amendment was presented to the Board. Moving of funds was previously discussed. Mr. Rakowski made motion to approve the proposed Budget Amendment Number 2 for 2015 as presented. Motion was seconded by Mr. Frederick and approved by all.
Veterans Day – Wednesday, November 11, 2015
Small flag raising service is to be scheduled at 11:00 AM. Invitations to attend were forwarded to township personnel. Representative Toepel will be attending.
Christmas Tree Lighting – December 6, 2015 at 7:00 PM.
Mr. Rakowski inquired if there were any additional questions or comments to bring before the Board. There were none.
Mr. Rakowski made the motion and Mr. Frederick seconded the motion to adjourn the regular meeting and convene to the executive session at 7:34 PM.
Mr. Rakowski motioned and Mr. Frederick seconded to adjourn the executive session and reconvene the regular meeting at 7:48 PM.
Personnel items were discussed.
