The February 2016 meeting of the Upper Frederick Township Planning Commission was called to order by the Chairman at 7:00 PM.
Attending Were: Richard Buckman, Chairman; William O’Donnell, Member; Randall Wampole, Member; Joseph Buick, Member; Kenn Picardi, Solicitor; Norm Ulrich, Township Engineer; Tracy Tackett, Township Planner; Jackie Tallon, Township Manager; and Lois Reitnour, Administrative Assistant
IN ATTENDANCE: Michael Bercek, Bercek and Smith Engineering; Leslie Benzak and Carolyn Coleman; Ronald Hanish, Woodchuck Lane; and Robert Keenan, Fagleysville Road
Mr. Picardi, acting as temporary chairman, opened the reorganization meeting and called for nominations for Planning Commission Chairman. Mr. Wampole nominated Mr. Buckman. Calling for any other nominations and hearing none, Mr. Picardi called for a motion to close nominations. Mr. Wampole made motion and Mr. O’Donnell seconded to close nominations. Mr. Picardi called for a vote for Richard Buckman as Chairman. Vote was unanimous. Mr. Picardi turned the meeting over to Mr. Buckman, Chairman.
Mr. Buckman called for nominations for Vice-Chairman. Mr. Wampole nominated Mr. O’Donnell for Vice-Chairman. Nomination was seconded by Mr. Buick. Mr. Wampole made motion to close nominations. Mr. Buckman called for a vote for Mr. O’Donnell as Vice-Chairman. Vote was unanimous.
Approval of Minutes:
Mr. Wampole made the motion to accept the December 17, 2015, Planning Commission Meeting Minutes. Mr. O’Donnell seconded the motion and was approved by all.
Stahl – Lot Line Adjustment – Expires 03/11/2016 – No new activity.
Mr. Buckman made motion to recommend to the Board of Supervisors that the Stahl Lot Line Adjustment be denied if the Granting of a Time Extension is not received prior to the March 10, 2016 Board of Supervisors meeting. Motion was seconded by Mr. Wampole and approved by all.
Benzak/Coleman – Lot Line Change - Expires 05/01/2016
Mr. Michael Bercek, Bercek and Smith Engineering, in attendance at tonight’s meeting, along with Mr. Benzak and Ms. Coleman, are seeking Planning Commission support of the Conditional Use Application and recommendation to the Board of Supervisors for the March 10, 2016, Conditional Use Hearing. Mr. Bercek presented a highlighted plan with the most recent revisions referenced in LTL’s review letter dated February 19, 2016; Township Planner’s review letter dated February 22, 2016; and, MCPC review letter dated February 25, 2016.
Mr. Ulrich stated that there were no major issues with the submitted subdivision plan. Following the Conditional Use Hearing would be the time to take any action on the plan. However, if there were any questions regarding comments in the review letters, now would be the time to discuss. Minor issues were discussed and noted. Mr. Bercek noted the changes made on the plan according to the comments from LTL’s review letter.
Mr. Buckman inquired if there were any additional comments or questions. There were none.
Mr. Wampole made motion that the Planning Commission recommends granting of the Conditional Use Application by the Board of Supervisors for the Benzak/Coleman Subdivision. Motion was seconded by Mr. O’Donnell and approved by all.
Mr. Bercek thanked the Commission and exited the meeting.
Ms. Tackett prepared the 2015 Annual Planning Commission Report for submission to the Board of Supervisors. Copy was given to Commission members for review. There were no additions to the report and only one minor correction. Mr. Tackett will revise and submit to the Board of Supervisors.
Riparian Corridors Map
Riparian corridor map is ready for insertion into the Township Ordinance. Map is a resource for future development.
Ms. Tackett informed that there was no February 2016 meeting. Meeting was held in January and County had a presentation on “Walkability Around Schools.” Not very relevant for Upper Frederick, but a good concept.
Ms. Tackett informed that given the light schedule that the Regional Planning Commission is having, it was suggested that meetings would be held every other month unless a pressing issue is presented.
Next meeting will be held on March 21, 2016.
Ms. Tallon introduced two (2) Upper Frederick residents that have shown interest in joining the Planning Commission: Mr. Ron Hanish, Woodchuck Lane, former member of the Parks & Recreation Board; and, Rob Keenan, Fagleysville Road, wife Desra has been a member of the Parks Board for many years. Ms. Tallon introduced the Commission members; Kenn Picardi, Esquire, Solicitor; Norm Ulrich, Engineer; and, Tracy Tackett, Township Planner.
Mr. Buckman, Mr. Ulrich and Ms. Tallon provided information on the Planning Commission and meetings. Question and answer period followed.
Ms. Tallon requested Mr. Hanish and Mr. Keenan to submit a letter of interest, to her attention, if either had interest in obtaining a position on the Planning Commission.
Mr. Buckman inquired if there was any other business to bring before the Commission. There was none.
Mr. Wampole made a motion to adjourn the meeting at 7:40 PM. Motion was seconded by Mr. O’Donnell and was approved by all.
