PREAGENDA MEETING

February 4, 2016

 

 

The February 2016 Preagenda Meeting, of the Upper Frederick Township Board of Supervisors, was called to order at 7:00 PM. 

 

Attending Were:  Scott Rakowski, Chairman; Ray Bortz, Vice-Chairman; William Tray,                                                 Supervisor; Jackie Tallon, Township Manager; and, Lois Reitnour, Administrative                  Assistant

 

IN ATTENDANCE:  Dennis Bolognese, Fire Marshall

 

 

Approval of Minutes

Mr. Rakowski made the motion to approve the January 4, 2016, Board of Supervisors Reorganization Meeting minutes.  Motion was seconded by Mr. Bortz and approved by all. 

 

 

OLD BUSINESS

 

Ordinance No. 2016-02 & No. 2016-03 – FEMA Floodplain Update

Ms. Tallon informed there would be two (2) Ordinances, both which are in regards to the Floodplain update.  The first Ordinance would be in regards to a new chapter concerning floodplain management and the second is an amendment to the Saldo and the Zoning regarding the floodplain definitions and regulations.  Both have been advertised for adoption at next week’s Board of Supervisors meeting.

 

Roll of Honor – Insignias

Names, insignias and walk-up plaque have been completed.  Job was completed on January 22, 2016. 

 

County Radio Program – Fire Company Promissory Note

Copy of promissory note was given to Mr. Bolognese for his review and signature.  Mr. Bolognese raised questions regarding the use of grant money should the fire company receive the grant.  Ms. Tallon informed that she would contact Mr. Allebach concerning the use of grant money.

 

 

NEW BUSINESS

 

Reappointments

  • ZHB Alternate – Resolution Appointing Travis Boyer as an Alternate to the Zoning Hearing Board.  Mr. Boyer will be attending next week’s regularly scheduled Board of Supervisors meeting.

 

  • Members are still needed for the Planning Commission and Parks Board.

 

Agricultural Security Area Application

Ms. Tallon stated that an application was received from a resident of Lower Frederick Township to be placed into the Agricultural Security Area of Upper Frederick Township. 

 

 

Conditional Use Application

Ms. Tallon informed that a Conditional Use application was submitted by Mr. Benzak and Ms. Coleman for their property located at 2824 Yost Road.  Based on the amount of acreage on the Benzak/Coleman property, conventional lotting cannot be done.  In order to proceed with the minor subdivision plan, approval for conditional use from the Board of Supervisors needs to be obtained.  Ms. Tallon also informed that Conditional Use applications have a hearing and must be advertised.   

 

 

Superior Water Company/Aqua Pennsylvania, Inc.

Superior Water is the water supplier for the Ivy Ridge development in Upper Frederick Township.  They have recently been acquired by Aqua Pennsylvania, Inc.  Ms. Tallon stated that she has been in contact with Ms. Knight from Superior Water to arrange for Mr. Tagert, President of Aqua America, to attend the May 12, 2016 Board of Supervisors meeting. 

 

 

Grant Award - $40,000 – Speelhoffer Dog Park

Ms. Tallon stated that the Grant was awarded for the construction of the dog park within Speelhoffer Park. 

 

 

Fuel Oil Leak – Snyder Road

Ms. Tallon informed that a call was received by the Township regarding an oil leak coming from a property along Snyder Road flowing into the creek.   DEP was contacted.  Upper Frederick Fire Company was called in for hazmat clean-up.  DEP visited the site and contacted property owner advising that owner was responsible to hire outside contractor for residual cleanup. 

 

Mr. Bolognese inquired of the Board if property owner can be billed for replacement of the booms that were used for the oil cleanup.  Under discussion.

 

 

Mr. Bolognese requested discussion of two items:

 

  • Ambulance Assistance - Fire Company is called to assist. During inclement weather, county is requesting additional assistance from township plow/truck to clear path to site or aid with victim rescue.  Discussion on how to contact road crew to assist when they are out on the road.  Mr. Tray suggested the road crew be signed up for Active 911.  Under discussion.  

 

  • Maintained heliport area within the township – When an ambulance is dispatched, more than not, the medevac is contacted.  Designated location, for year round use, for helicopter landing is the field behind Frederick Friendship Park on the Township campus.  Mr. Bolognese requested that area be cleared of snow during inclement weather.  The Board agreed and discussed the possibility of a concrete pad.

 

Accident Perkiomenville Road

Ms. Tallon informed that on Tuesday morning, February 2, 2016, an accident occurred on Perkiomenville Road involving a telephone pole.  The Township closed Perkiomenville Road for safety reasons.  Local traffic could pass however at their own discretion.  As of the Preagenda, road closure barricades have been removed by the state; pole has been temporarily stabilized but not repaired. 

 

 

Mr. Rakowski inquired if there were any additional questions or comments to bring before the Board.  There were none.

 

 

 

ADJOURNMENT

 

Mr. Rakowski made the motion and Mr. Tray seconded the motion to adjourn the regular meeting and convene to the executive session at 7:45 PM.

 

Mr. Rakowski motioned and Mr. Bortz seconded to adjourn the executive session and reconvene the regular meeting at 7:55 PM.

 

Personnel matters were discussed.

 

Mr. Rakowski motioned and Mr. Bortz seconded to adjourn the meeting at 7:56 PM.
