The regular monthly meeting for October 2016 was called to order by the Chairman at 7:00 PM.


Attending Were:  Scott Rakowski, Chairman; Ray Bortz, Vice-Chairman; William Tray, Supervisor; David Allebach, Esquire, Township Solicitor; Norm Ulrich, LTL Consultants; Rick Sacks, Environmental Engineer; Dennis Bolognese, Fire Marshall; Tom Davies, Miller Environmental; Steve Heller, Public Works; Jon Sell, Parks & Recreation; Jackie Tallon, Township Manager; and, Lois Reitnour, Administrative Assistant


IN ATTENDANCE:  William Karaffa, Constable; Travis Boyer, Big Road; Troy Armstrong




Mr. Rakowski made a motion to approve the September 1, 2016, Preagenda Meeting minutes and the September 8, 2016 Board of Supervisors Meeting minutes.  Motion was seconded by Mr. Bortz and approved by all.   


Public Comment

Mr. Rakowski called for any public comments or additions to the agenda.  There were none.





The financial reports submitted include tax collector’s monthly report for September 2016, all funds budget and income report, statement of cash balances, and the customer balance report from the Water/Sewer plant at Perkiomen Crossing Development and the Sewer plant at Ivy Ridge Development.   Mr. Rakowski made a motion to accept the Tax Collector’s and Treasurer’s Reports as presented and file for audit.  Mr. Bortz seconded the motion and was approved by all.  The cash disbursements report for October was included in the Treasurer’s Report and is posted for public review. 




The list of bill to be paid is posted for public review.  Total payables: $87,920.71; monthly payroll and federal tax $4,804.67; benefits package $3,208.48; Grand total disbursements for the period are $95,943.86.  The list of bills to be paid is included at the end of the minutes.  Mr. Rakowski made a motion to approve payment of the bills and to advance to the Treasurer the funds needed to pay any bills or expenditures, to save penalties or accrue interest and payroll, prior to the next Board of Supervisors meeting on November 10, 2016.  Mr. Bortz seconded the motion and was approved by all. 




Plymouth Community Ambulance/Lower Frederick Division

Report received from Lower Frederick Division and is posted for public review.  There were eighteen (18) calls in Upper Frederick Township; thirteen (13) were for Frederick Living.




Harleysville Area EMS/Community Ambulance

Report received from Harleysville/Community Ambulance and posted for review.  There were thirteen (13) calls in Upper Frederick Township.


Fire Company Report

Mr. Bolognese reported that there were five (5) calls in the recording period.  Report is posted for public review. 


Mr. Bolognese announced that the UFFC will host a Halloween Night on October 31, 2016 for trick or treaters from 6:00 PM until 9:00 PM.






Mr. Davies, Miller Environmental, reported that there were no violations for the month of September 2016 at either wastewater facility or water treatment facility.  All reports have been submitted electronically to the DEP.  Report is posted for public review. 


Perkiomen Crossing Waste Water Treatment Plant

Routine operation and maintenance activities were performed during the month of September 2016.

Mr. Heller reported on the Public Works activity for the month of September 2016.  Report is posted for public review.  Lower Frederick assisted with their paver on the Sweisford Road overlay and the paving of the shop yard for the salt shed area.  Cross pipe clean out throughout the Township roads; Heimbach Road to be finished.  Road crew is beginning winter maintenance on road equipment and tree trimming for the upcoming fall and winter weather.   Upcoming work is the installation of a cross pipe at Yost and Sweisford Roads.  New truck has been ordered.


Ms. Tallon wanted to thank the Road Crew for volunteering their help with the September 24, 2016, Community Day.  Special thanks to Troy Armstrong and his crew for all the work they put into the photo booth attraction.  It was a big a hit and will be used for other Township events.  Board extended their thank you as well.







Mr. Rick Sacks, Environmental Engineer, stated that the monthly report was submitted, distributed and is posted for the public to review.  Everything is running well at the plants.  First new grinder pump installed at Perkiomen Crossing.  Frederick Living manhole inspections are continuing for the new development, The Meadows.



Mr. Ulrich reported that LTL’s report has been updated, distributed and posted for the public to review.  Only active project is the Stahl Lot Line.  Revised plans have been submitted and review by LTL outlining various ordinance deficiencies in their review letter dated September 12, 2016.  Lords & Ladies will be discussed under Old Business.  The Meadows at Frederick is moving slowly.  LTL will continue to monitor the project and keep the Township up to date with the progress of the project.  Camp Laughing Waters is finishing up.  Only a few punch list items remaining. 



Ms. Tallon reported for Mr. John.  Eight (8) Building Permits; three (3) Use & Occupancy Permits; and, no Special Event permits were issued.  Complete report is posted for the public review.  


Zoning Hearing Board

Ms. Tallon informed that the Zoning Hearing Board will be meeting on Tuesday, October 18, 2016, to render their decision for the Song U. Kim hearing that was continued in September from the July 19, 2016 original hearing date. 



Mr. Ulrich stated that the Planning Commission meeting for September 2016 was cancelled.



Ms. Tallon stated that Central Perkiomen Valley Regional Planning Commission met on September 19, 2016.  Main topics of discussion were:  proposed 24 apartment building at the corner of Centennial Street and Forest Lane in Schwenksville; a four (4) story building proposed on the Ursinus College Campus - Building will be called the “Innovation and Discovery Center”; Lower Frederick Township sewer is out to bid; and, Lower Frederick is also in negotiations with a developer regarding a residential development near Zieglerville for a single-family development consisting of potentially more than 80 units.



Mr. Sell reported for the Parks Board.   Community Day was successful with the help of many volunteers.  Parks Board has received very positive feedback.  Parks and Recreation has two (2) Eagle Scout Projects underway:  Kiosk at Speelhoffer Park and benches at Wayland Park.  Dog Park update is on the agenda under Old Business. 





Old Business

2017 Budget Preparation

Ms. Tallon informed that meeting was held with the water/sewer operator and Environmental Engineer.  Meetings have also been held with other Township departments.  Treasurer will compile the information.  Budget meeting with the Board of Supervisors is scheduled for October 27, 2016 at 12:00. 

Yost Road Project

Mr. Ulrich reported that the Township has been working with the Montgomery County Conservation District to get the Grant application completed and filed for the County’s November 1, 2016 meeting.  Project will comprise of a swale, patch work and overlay from intersection to intersection.  Anticipating a spring 2017 start date. 


Fisher Road Bridge Project

Mr. Heller informed that a meeting with the Conservation District, their Engineer, Mr. Ulrich and Road Foreman is scheduled for the first week of November at the Fisher Road Bridge site.  Project also is looking toward a spring 2017 start date. 


Sweisford Road

Overlay work completed. 


Lords & Ladies Salon

Mr. Ulrich informed that a revised plan was submitted by the engineer for Lords & Ladies.  Mr. Ulrich is in the process of writing the review letter. 


Dog Park

Ms. Tallon stated that the draft plan from the Architectural Engineering has not yet been received. 


Salt Shed

Mr. Heller informed that the walls are up and paving has been done.  Canopy needs to be installed.


County Radio’s Update

No new information has been received.


Ivy Ridge I & I






Truck Purchase

New truck has been purchased.  Expected delivery six (6) weeks.


Website Upgrade

Ms. Tallon is waiting for a third quote before presenting to the Board.


Veterans Day

No formal ceremony scheduled.  Under discussion.


Camp Laughing Waters – Update Regarding Keys

Ms. Tallon informed Mr. Bolognese, Fire Marshall that she had spoken to Mr. John Howard from the Engineering firm for the Girl Scouts, regarding keys to the gate, building and Knox Box for Camp Laughing Waters.  No U & O would be issued for the new activity center until keys were received by the Township for the Fire Marshall. 










Assisted Recycling:  Friday, October 28, 2016 – 10:00 AM to 2:00 PM

Bookmobile:  Fridays:  October 14 and 28, 2016 - 10:00 AM to 12:00 PM



Mr. Rakowski inquired if there was any further business to bring before the Board.  There was none.




Mr. Rakowski motioned and Mr. Tray seconded the motion to adjourn the regular meeting and convene to the executive session at 7:26 PM. 


Property issues were discussed.
