The regular monthly meeting for December 2016 was called to order by the Chairman at 7:00 PM.

 

Attending Were:  Scott Rakowski, Chairman; Ray Bortz, Vice-Chairman; William Tray, Supervisor; David Allebach, Esquire, Township Solicitor; Norm Ulrich, LTL Consultants; Rick Sacks, Environmental Engineer; Dennis Bolognese, Fire Marshall; Tom Davies, Miller Environmental; Chris Jones, Public Works; Kevin Murray, Chairman, Parks & Recreation; Jackie Tallon, Township Manager; and, Lois Reitnour, Administrative Assistant

 

IN ATTENDANCE:  William Karaffa, Constable; Richard and Nancy Jacoby, 3302 Little Road

 

 

MINUTES

Mr. Rakowski made a motion to approve the November 10, 2016, Board of Supervisors Meeting minutes.  Motion was seconded by Mr. Bortz and approved by all.   

 

Public Comment

Mr. Rakowski called for any public comments or additions to the agenda.  There were none.

 

 

TREASURER’S REPORT

 

The financial reports submitted include tax collector’s monthly report for November 2016, all funds budget and income report, statement of cash balances, and the customer balance report from the Water/Sewer plant at Perkiomen Crossing Development and the Sewer plant at Ivy Ridge Development.   Mr. Rakowski made a motion to accept the Tax Collector’s and Treasurer’s Reports as presented and file for audit.  Mr. Tray seconded the motion and was approved by all.  The cash disbursements report for November was included in the Treasurer’s Report and is posted for public review. 

 

BILLS TO BE PAID LIST

 

The list of bill to be paid is posted for public review.  Total payables: $86,939.52; monthly payroll and federal tax $7,894.38; benefits package $3,328.82; Grand total disbursements for the period are $98,162.72.  The list of bills to be paid is included at the end of the minutes.  Mr. Rakowski made a motion to approve payment of the bills and to advance to the Treasurer the funds needed to pay any bills or expenditures, to save penalties or accrue interest and payroll, prior to the Board of Supervisors Year End meeting on December 27, 2016.  Mr. Tray seconded the motion and was approved by all. 

 

EMERGENCY SERVICES

 

Plymouth Community Ambulance/Lower Frederick Division

Report received from Lower Frederick Division and is posted for public review.  There were twenty (20) calls in Upper Frederick Township; seventeen (17) were for Frederick Living.

 

Harleysville Area EMS/Community Ambulance

Report received from Harleysville/Community Ambulance and posted for review.  There were eight (8) calls in Upper Frederick Township.

 

Fire Company Report

Mr. Bolognese reported that there were eighteen (18) calls in the recording period.  Report is posted for public review. 

 

Mr. Bolognese noted that the annual fire company fund drive had a 23% return from the township citizens.

 

PERKIOMEN CROSSING WATER/SEWER PLANT REPORT

IVY RIDGE SEWER PLANT REPORT

 

Mr. Davies, Miller Environmental, reported that there were no violations for the month of November 2016 at either wastewater facility or water treatment facility.  All reports have been submitted electronically to the DEP.  Report is posted for public review. 

 

Perkiomen Crossing Waste Water Treatment Plant

Routine operation and maintenance activities were performed during the month of November 2016.

November 7, 2016 submitted Lead certification to PADEP.

November 15, 2016 responded to “rusty” water call from homeowner.

 

Ivy Ridge Waste Water Treatment Plant

Routine operation and maintenance activities were performed during the month of November 2016.

November 28, 2016 received draft NPDES permit for review.

 

PUBLIC WORKS/ROAD REPORT

Mr. Jones reported on the Public Works activity for the month of November 2016.  Report is posted for public review.  Road crew used Lower Fredrick’s hot box for rough spot on township roads; blocks cut to begin roof cover for salt shed (renting a scissor lift for trusses); winter maintenance on vehicles completed; 200 tons of salt and anti-skid on site; 2003 Mack and GMC truck readied for Municibid; December 13th on site meeting at Fisher Road scheduled with Montgomery County Conservation District; and, January 10, 2017 meeting scheduled with PECO for relocation of power lines on Yost Road project.

 

ENVIRONMENTAL ENGINEER’S REPORT

Mr. Rick Sacks, Environmental Engineer, stated that the monthly report was submitted, distributed and is posted for the public to review.  Stair construction for the water tank at Perkiomen Crossing is still scheduled for December 2016.  Stairs for the outfall at Ivy Ridge will not likely be started until 2017.  

 

CIVIL ENGINEER’S REPORT

Mr. Ulrich reported that LTL’s report has been updated, distributed and posted for the public to review.  Stahl Lot Line Change received a recommendation for conditional approval at the October 2016 Planning Commission meeting.  Lords & Ladies will be discussed under the agenda item.   The Meadows at Frederick is moving along slowly.  Camp Laughing Waters has some punch list items to complete.

 

 

 

 

BUILDING INSPECTOR’S REPORT

Ms. Tallon reported for Mr. John.  Seven (7) Building Permits and one (1) Use & Occupancy Permit was issued.  Complete report is posted for the public review.  

 

 

PLANNING COMMISSION

Mr. Ulrich stated that the Planning Commission meeting for November 17, 2016 was cancelled. 

 

CPVRPC REPORT

Ms. Tallon informed that the CPVRPC meeting was held on November 21, 2016 and was attended by Ms. Tackett.  Major topic of discussion was the Multi-Regional Greenway Stewardship Study.  As part of the study a tour is scheduled on Monday, December 12, 2016, from 1 to 4, of the Sunrise Mill and other key points including Wayland Park.  Mr. Murray and Ms. Tackett will be attending.

 

PARKS & RECREATION BOARD

Mr. Murray reported for the Parks Board.  Parks Board is working on the upcoming Swamp Creek Stomp 5K/10K Run scheduled for April 1, 2017.  Christmas Tree recycling is scheduled for January 7, 2017 for Perkiomen Crossing, Ivy Ridge and Clover Lane.

Old Business

Fisher Road Bridge Project

Update was given under Public Works report.

 

Ms. Tallon informed that Yost Road Project Grant was approved, not on the agenda.  However, the 50% portion of the grant was received in the amount of $29,042.81. 

 

Lords & Ladies Salon

Mr. Allebach requested discussion in the executive session, as it is a legal matter.

 

Salt Shed

Discussed under Public Works

 

Roof Repair

Ms. Tallon presented the revised quote to the Board.  Repair will be completed as soon as possible.

 

NEW BUSINESS

 

Resolution No. 2016-13 – Adopt 2017 Budget

Mr. Rakowski read and made motion to adopt Resolution No. 2016-13 – approving the 2017 Annual Budget.  Motion was seconded by Mr. Bortz and was approved by all.

 

Resolution No. 2016-14 – Adopt Tax Levy for 2017

Mr. Rakowski read and made motion to adopt Resolution No. 2016-14 – approving the Tax Levy for 2017.  Motion was seconded by Mr. Tray and was approved by all.

 

 

Ford F750 Super Duty Truck Purchase

Mr. Bortz made motion authorizing the purchase of the Ford F750 Super Duty Truck in the amount of $121,300.00.  Motion was seconded by Mr. Tray and approved by all.

 

Amend Fee Schedule

Ms. Tallon informed that a few minor changes need to be made to the Fee Schedule.  Updates should be ready for approval in January 2017.

 

Jacoby – 3302 Little Road

Mr. & Mrs. Jacoby were in attendance to discuss 3304 Little Road which is adjacent to their property located at 3302 Little Road.  There has been an on ongoing sewage problem on the property located at 3304 Little Road.  Mr. Jacoby presented photos to the Board.  To date, sewage problem has not been resolved.  Mr. Jacoby stated his concern since the property at 3304 Little Road appears to be in the process of being restored with the possibility of having an occupant.  Mr. Rakowski agreed that there is an issue.  Ms. Tallon assured that the property cannot be occupied until a Use & Occupancy permit has been approved.   Mr. Ulrich recommended that the Jacoby’s have their well tested.  Ms. Tallon stated that the Township will follow-up.

 

Mr. & Mrs. Jacoby thanked the Board and exited the meeting.

Reorganization Meeting, Tuesday, January 3, 2017 – 7:00 PM

 

Mr. Rakowski inquired if there was any further business to bring before the Board.  There was none.

 

ADJOURNMENT

 

Mr. Rakowski motioned and Mr. Tray seconded the motion to adjourn the regular meeting and convene to the executive session at 7:30 PM. 

 

Mr. Rakowski motioned and Mr. Tray seconded to adjourn the executive session and reconvene the regular meeting at 8:08 PM.

 

Legal issues were discussed.
