The regular monthly meeting for January 2017 was called to order by the Chairman at 7:00 PM.

 

ATTENDING WERE:  Scott Rakowski, Chairman; William Tray, Vice-Chairman; Ray Bortz, Supervisor; David Allebach, Esquire, Township Solicitor; Norm Ulrich, LTL Consultants, Township Engineer; Rick Sacks, Environmental Engineer; Dennis Bolognese, Fire Marshall; Tom Davies, Miller Environmental; Steve Heller, Road Foreman and Troy Armstrong, Public Works; Steve Zimmerman, Parks & Recreation; Jackie Tallon, Township Manager; and, Lois Reitnour, Administrative Assistant

MINUTES

Mr. Rakowski made a motion to approve the December 1, 2016, Preagenda Meeting minutes, Board of Supervisors December 8, 2016, Meeting minutes and the December 27, 2016, Year End Meeting minutes.  Motion was seconded by Mr. Tray and approved by all. 

 

 

Public Comment

Mr. Rakowski dismissed calling for any public comments since there was no public attendance. 

 

TREASURER’S REPORT

 

The financial reports submitted included the Tax Collectors Report and customer balance report from the Water/Sewer plant at Perkiomen Crossing Development and the Sewer plant at Ivy Ridge Development.  Mr. Rakowski made a motion to accept the Treasurer’s Report and file for audit, Mr. Tray seconded.  The motion was approved by all.

 

BILLS TO BE PAID LIST

 

The report of expenditures for January 1st through January 12, 2017 was submitted for approval and is posted for public review. The list of bills to be paid is included at the end of the minutes.  The total payables for the time period are $178,831.74; monthly and bi-weekly payroll $23,217.40; benefits package $4,695.92.  Grand total disbursements for the period are $206,745.06.  Mr. Rakowski made a motion to approve payment of the bills and to advance to the Treasurer the funds to pay any needed bills or expenditures, to save penalties or accrue interest and payroll, prior to the next Board of Supervisors meeting on February 9, 2017.  Mr. Tray seconded and the motion was approved by all. 

EMERGENCY SERVICES

 

Plymouth Community Ambulance/Lower Frederick Division

Report received from Lower Frederick Division and posted for public review.  Twenty-three (23) calls in Upper Frederick; seventeen (17) were for Frederick Living.

 

Harleysville Area EMS/Community Ambulance

Report received from Harleysville/Community Ambulance and posted for review.  There were eight (8) calls for Upper Frederick.

 

Fire Company Report

Mr. Bolognese, Fire Marshall, reported that there were fourteen (14) calls in the recording period.  Report is posted for public review.  Mr. Bolognese informed that the fire house sold their field truck and replaced it with a 550 Ford Tactical Unit.  Tactical unit was sold by the New Hanover Fire Company and are financing the purchase at no interest.  Mr. Bolognese informed of an accident on Route 73 and the assistance of New Hanover Police Department on the road closure.  

 

 

PERKIOMEN CROSSING WATER/SEWER PLANT REPORT

IVY RIDGE SEWER PLANT REPORT

 

Mr. Davies, Miller Environmental, reported there were no violations for the month of December 2016 at either plant.  All reports have been submitted electronically to the DEP.  Report is posted for public review. 

 

Perkiomen Crossing Waste Water Treatment Plant

Routine operation and maintenance activities were performed during the month of December 2016. 

 

December 5 – PA DEP compliance inspection – Test results were very good

December 15 – Cold weather readiness assessment

Ivy Ridge Waste Water Treatment Plant

Routine operation and maintenance activities were performed during the month of December 2015.

December 5 – PA DEP compliance inspection – Test results were very good.

December 15 – Cold weather readiness assessment

December 22 – Drain valve installed on CCT

December 24 – Chlorine odor in process – suspect high influent level

 

PUBLIC WORKS/ROAD REPORT

Troy Armstrong reported for the Public Works Department.  For the month of December 2016 Public Works Department has:  salted and plowed township roads as needed; completed cleaning of inlets and drainage ditches; maintenance to all garage and pole barn doors; installed door opener in shop bay; chipped all trees collected by Parks & Recreation; and, scheduled pick-up of new F-750 truck on 1/13/2017.  New Issues:  02 Mack is due for inspection; Turbo was replaced in the 2011, F-550.

 

ENVIRONMENTAL ENGINEER’S REPORT

Mr. Rick Sacks, Environmental Engineer, stated that the monthly report was submitted, distributed and is posted for the public to review.  Panel has been installed for the new grinder pump at Perkiomen Crossing Waste Water Plant; grinder pump to be installed week of January 16, 2017.  Drain flange at Ivy Ridge to allow operator to drain solids has been installed.  Contractor will be out the week of January 16, 2017 to complete the connection.  Installation of the steps for the Perkiomen Crossing water tank to be started the week of January 16, 2017 and should be completed within two (2) weeks.

 

 

CIVIL ENGINEER’S REPORT

Mr. Ulrich, LTL Consultants, was present.  Report for January 2017 has been updated, distributed and posted for the public to review.  Mr. Ulrich provided a brief update on the following:  Stahl Minor Lot Line Change – no current activity; Lords and Ladies – on the agenda for discussion; Meadows at Frederick – moving along slowly as homes are sold.  Application by The Meadows was made for modification to the NPDES permit due to the top soil issue.  Camp Laughing Waters – Activity Center – minor punch list items to be completed.  LTL will provide an update to the Board.  Mr. Sacks interjected that in addition to the punch list items, Camp Laughing Waters had a manhole testing failure back in the fall.  Test was rescheduled and failed again.  Mr. Sacks is waiting to be contacted to reschedule test.

 

BUILDING INSPECTOR’S REPORT

Ms. Tallon reported for Mr. John.  Four (4) Building Permits and two (2) Use & Occupancy Permits issued.   Complete report is posted for the public review.

 

Zoning Hearing scheduled for January 17, 2017.  Property is located on Goezel Road.  Applicant is requesting a variance to setbacks and building height issue.

 

PLANNING COMMISSION

Mr. Ulrich reported that the Planning Commission for December 2016 was cancelled. 

 

CPVRPC REPORT

Ms. Tallon reported that the CPVRPC December 2016 meeting was cancelled.

 

PARKS & RECREATION BOARD

Mr. Zimmerman reported that the Parks & Recreation Board had their meeting on December 15, 2015.  Christmas Tree recycling collection netted 52 trees this year; less than last year.  Mr. Zimmerman felt that the reason for less Christmas Trees is the use of more artificial trees.  Mr. Zimmerman thanked the Township and Public Works for the use of the truck and trailer.  Currently the Parks Board is working on the Swamp Creek Stomp 5K/10K run scheduled for April 1, 2017.  Volunteers are needed and welcomed.  Mr. Murray has been attending the Swamp Creek Greenway and Sunrise Trail Feasibility Study meetings.  This is a trail that the County would like to develop for public access to Sunrise Mill along the Swamp Creek corridor.

Old Business

 

Fisher Road Bridge Project

Mr. Heller reported that he met with the Montgomery County Conservation District last month and was informed that Fisher Road Bridge met the requirements for a grant.  Meeting is being scheduled for the end of March 2017 with the county engineer, public works and Mr. Ulrich to discuss options.  Access road to property along Fisher Road was also discussed.  Mr. Heller requested that New Hanover Township be kept informed of grant progress and decisions.  Board agreed.  Mr. Ulrich recommended starting paperwork for permit application to DEP.  Mr. Rakowski made motion authorizing LTL to move forward with applying for the required DEP permits for the Fisher Road Bridge Project not to exceed $2,000.  Motion was seconded by Mr. Tray and approved by all.

 

 

 

Lords & Ladies

Mr. Allebach stated that Lords & Ladies, and their representatives, will be attending the February 9, 2017 Board of Supervisors meeting, to present their arguments as to why the Board should approve their parking lot plan.

 

 

New Business

 

Resolution No. 2017-02 – Adopt Fee Schedule

Ms. Tallon informed that the Fee Schedule was amended to update the Use & Occupancy fees and inspection fees.  Mr. Rakowski made motion to adopt Resolution No. 2017-02 - New Fee Schedule for Upper Frederick Township.  Mr. Tray seconded the motion and motion was approved by all.

 

Ford F750 – Super Duty Truck Purchase – Update

Ms. Tallon informed that the new truck will be picked up by Troy Armstrong and Chris Jones on Friday, January 13, 2017. 

 

Ford F350 XLT – Purchase Update

Mr. Heller reported that the F350 XLT is scheduled to be delivered by January 24, 2017. 

 

Agricultural Security Area – 7 Year Review

Mr. Allebach informed that the statute requires that properties within the Agricultural Security Area be reviewed, by the Board of Supervisors, every seven (7) years to see if they still meet the requirement for inclusion.  Mr. Allebach will provide the Board with a schedule for review.   

 

Mr. Rakowski inquired if there were additional items to bring before the Board.  There were none.

ADJOURNMENT

 

Mr. Rakowski motioned and Mr. Tray seconded the motion to adjourn the regular meeting and convene to the executive session at 7:33 PM.
